1月28日(ri),安徽省(sheng)人民政府發布(bu)關于印發進一步盤(pan)活存量(liang)資產(chan)(chan)擴大(da)有效投(tou)(tou)資實施方(fang)(fang)案的(de)通知,文件指出,分(fen)類推進盤(pan)活存量(liang)資產(chan)(chan),在(zai)市政領域,以兼并重組、資產(chan)(chan)劃轉、聯合整合等(deng)方(fang)(fang)式(shi)(shi),將分(fen)屬(shu)(shu)不同項(xiang)目單位的(de)同類型資產(chan)(chan)權屬(shu)(shu)劃轉到同一原始權益人,積極通過REITs、資產(chan)(chan)證券化(hua)等(deng)方(fang)(fang)式(shi)(shi)盤(pan)活。將具備(bei)長期穩定經(jing)營收(shou)益、使用者付費比例高的(de)污水垃圾處理(li)、供(gong)(gong)(gong)水供(gong)(gong)(gong)熱供(gong)(gong)(gong)氣(qi)等(deng)資產(chan)(chan),支(zhi)持通過轉讓—運營—移交(TOT)、改建(jian)—運營—移交(ROT)、委(wei)托運營、股權合作等(deng)方(fang)(fang)式(shi)(shi),引(yin)入戰略投(tou)(tou)資方(fang)(fang)和(he)專業(ye)運營管理(li)機構,提(ti)升存量(liang)資產(chan)(chan)項(xiang)目的(de)運營管理(li)能(neng)力。
綜(zong)合(he)(he)考慮建設投入、運營成本、投資(zi)收益率(lv)等因素(su),健全(quan)公共(gong)服務和公共(gong)產品價(jia)格合(he)(he)理確(que)定和動態調(diao)整(zheng)機制(zhi),依法依規調(diao)整(zheng)污水處理費(fei)、生活垃(la)圾(ji)處理費(fei)、水利工程供水等價(jia)格標準(zhun),完(wan)善征收機制(zhi),保障合(he)(he)理回報。

進一步盤活存量資產擴大有效投資實施方案
當前(qian),我(wo)省正(zheng)處于加快建設現代化美好安徽的(de)關(guan)鍵時期,有效盤活(huo)存量資(zi)產空間廣闊(kuo)、意義重大。為貫徹(che)落實《國務(wu)院關(guan)于進一步盤活(huo)存量資(zi)產擴大有效投資(zi)的(de)意見》(國辦發〔2022〕19號(hao)),推動(dong)形成(cheng)存量資(zi)產和(he)新增(zeng)投資(zi)的(de)良性循(xun)環,結合我(wo)省實際,制(zhi)定本方案。
一、分類推進盤活存量資產
對(dui)存量規模較大(da)、當前收益較好(hao)或增(zeng)長潛力較大(da)的(de)基礎(chu)設施(shi)項(xiang)目(mu)(mu)資產,著力用好(hao)金融(rong)工(gong)具(ju)(ju)重(zhong)點盤活。對(dui)綜合交通樞紐(niu)改(gai)造(zao)、工(gong)業(ye)企業(ye)退城進園等,通過(guo)吸引(yin)社會資本(ben)統(tong)籌實施(shi)項(xiang)目(mu)(mu)改(gai)擴建。對(dui)長期閑置但具(ju)(ju)有較大(da)開(kai)發利用價(jia)值(zhi)的(de)項(xiang)目(mu)(mu)資產,注重(zhong)引(yin)入專(zhuan)業(ye)力量有序推進市場化運營(ying)。
(一)交通領(ling)域。對(dui)(dui)權屬清(qing)晰、運營成(cheng)熟(shu)穩定(ding)的收費公(gong)(gong)路(lu)、港口等項目(mu),支持通過基礎(chu)設施領(ling)域不動產(chan)(chan)投資信托基金(REITs)、資產(chan)(chan)證(zheng)券化等方式(shi)進行盤(pan)活。鼓勵鐵路(lu)、公(gong)(gong)路(lu)、港口領(ling)域存量項目(mu)采用政府和社會資本(ben)合(he)(he)作(PPP)模式(shi)盤(pan)活。支持交通領(ling)域企業以(yi)自主開(kai)發(fa)、轉讓、租賃等方式(shi)利用現有(you)建設用地(di)(di),對(dui)(dui)既有(you)交通站場、毗鄰地(di)(di)區以(yi)及沿(yan)線資源實(shi)(shi)(shi)施土地(di)(di)綜合(he)(he)開(kai)發(fa)。通過招租方式(shi)從優選擇(ze)經營者盤(pan)活站場閑置(zhi)房(fang)產(chan)(chan)資源,實(shi)(shi)(shi)現以(yi)商養站、商站合(he)(he)一。(責(ze)任單位:省(sheng)交通運輸廳,配合(he)(he)單位:省(sheng)發(fa)展改革委(wei)、省(sheng)自然資源廳,各(ge)市(shi)、縣〔市(shi)、區〕政府,以(yi)下工(gong)作均需各(ge)市(shi)、縣〔市(shi)、區〕政府落實(shi)(shi)(shi),不再列(lie)出)
(二)水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)(li)領域。允許參(can)與水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)(li)開(kai)發利(li)(li)(li)用(yong)的(de)(de)市(shi)場(chang)主體(ti)依法享有水(shui)(shui)(shui)(shui)(shui)(shui)資(zi)源(yuan)利(li)(li)(li)用(yong)優先權,在生態環境保(bao)護政策(ce)允許范圍內從事農業(ye)、文旅、康(kang)養等產(chan)業(ye)開(kai)發。對(dui)具有經(jing)(jing)營性收入或水(shui)(shui)(shui)(shui)(shui)(shui)生態產(chan)品價值的(de)(de)水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)(li)水(shui)(shui)(shui)(shui)(shui)(shui)電資(zi)產(chan),通過(guo)拓展經(jing)(jing)營、整合(he)重組等方式提升(sheng)資(zi)產(chan)效(xiao)(xiao)益和綜合(he)盈(ying)利(li)(li)(li)水(shui)(shui)(shui)(shui)(shui)(shui)平。河庫(ku)疏浚、抽水(shui)(shui)(shui)(shui)(shui)(shui)蓄能電站等工(gong)程(cheng)建設(she)產(chan)生的(de)(de)砂石(shi),經(jing)(jing)有管轄權的(de)(de)水(shui)(shui)(shui)(shui)(shui)(shui)行(xing)政主管部門(men)批準后,由市(shi)、縣(市(shi)、區)政府按(an)權限統一(yi)處置,重點用(yong)于基礎設(she)施(shi)建設(she)和民生工(gong)程(cheng)。推行(xing)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)、水(shui)(shui)(shui)(shui)(shui)(shui)處理(li)、供水(shui)(shui)(shui)(shui)(shui)(shui)一(yi)體(ti)規劃經(jing)(jing)營,大(da)力開(kai)發高附加值水(shui)(shui)(shui)(shui)(shui)(shui)資(zi)源(yuan)系列產(chan)品。研究組建省(sheng)級水(shui)(shui)(shui)(shui)(shui)(shui)務(wu)投資(zi)公司,整合(he)水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)(li)有效(xiao)(xiao)存(cun)量資(zi)產(chan),為省(sheng)內各類重大(da)水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)(li)水(shui)(shui)(shui)(shui)(shui)(shui)電工(gong)程(cheng)建設(she)提供融資(zi)支(zhi)持。(責任(ren)單位(wei):省(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)(li)廳,配合(he)單位(wei):省(sheng)發展改革委、省(sheng)國資(zi)委)
(三)市政領域。以兼并重組、資產劃轉、聯合整合等方式,將分屬不同項目單位的同類型資產權屬劃轉到同一原始權益人,積極通過REITs、資產證券化等方式盤活。將具備長期穩定經營收益、使用者付費比例高的污水垃圾處理、供水供熱供氣等資產,支持通過轉讓—運營—移交(TOT)、改建—運營—移交(ROT)、委托運營、股權合作等方式,引入戰略投資方和專業運營管理機構,提升存量資產項目的運營管理能力。鼓(gu)勵新建(jian)(jian)項目建(jian)(jian)設(she)(she)和(he)存量項目管(guan)理、運(yun)維打(da)包,引入行業龍頭企業統(tong)一規(gui)劃建(jian)(jian)設(she)(she)運(yun)營(ying)。通過(guo)提升(sheng)品質、精準定(ding)位(wei)、完善用途等,引導社會資本參(can)與老舊小區配套(tao)公共服務設(she)(she)施提升(sheng)建(jian)(jian)設(she)(she)及后期運(yun)營(ying)管(guan)理。支持專業運(yun)營(ying)機構(gou)參(can)與盤活(huo)改造(zao)城(cheng)市低效商務樓宇,嵌入更多新業態、新元(yuan)素(su),打(da)造(zao)城(cheng)市創新創業新空間(jian)。統(tong)籌推進閑(xian)置低效國有住(zhu)(zhu)宅改造(zao)用于保障性租賃住(zhu)(zhu)房。(責(ze)任單位(wei):省(sheng)(sheng)(sheng)住(zhu)(zhu)房城(cheng)鄉建(jian)(jian)設(she)(she)廳,配合單位(wei):省(sheng)(sheng)(sheng)發展(zhan)改革(ge)委(wei)、省(sheng)(sheng)(sheng)財(cai)政廳、省(sheng)(sheng)(sheng)自然資源廳、省(sheng)(sheng)(sheng)地(di)方金融(rong)監管(guan)局(ju)(ju)、安徽證監局(ju)(ju))
(四)能源與生態環保領域。支持存量可再生能源項目單位與各類銀行金融機構通過補貼確權貸款合作等方式,提升存量項目現金流。將戰略性、樞紐性較強但尚未充分利用的碼頭、貨場改建為煤炭儲備建設項目,靈活采取轉讓、出租儲備場地經營權、收費權等方式進行盤活。(責任單位:省能源局)推進生態環境導向的開發模式(EOD)試點,采取產業鏈延伸、聯合經營、組合開發等模式,提高存量資產整體收益。(責任單位:省生態環境廳)加快組建省生態環境產業集團,增強同類存量資產項目運營管理能力。(責任單位:省國資委)
(五)新型基(ji)礎設(she)施(shi)(shi)(shi)領域。鼓勵數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)中(zhong)(zhong)(zhong)心、第(di)五代(dai)移動通(tong)(tong)信(xin)技術(5G)網(wang)絡、人工智能、寬(kuan)帶網(wang)絡等新型基(ji)礎設(she)施(shi)(shi)(shi)REITs項目發行上市,積(ji)極探索通(tong)(tong)過PPP模式盤活存(cun)量。對“老(lao)舊小(xiao)散(san)”數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)中(zhong)(zhong)(zhong)心實(shi)施(shi)(shi)(shi)改造(zao)升(sheng)級,加快應(ying)用高密度、高效率的IT設(she)備和(he)基(ji)礎設(she)施(shi)(shi)(shi)系統,推(tui)進(jin)小(xiao)散(san)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)中(zhong)(zhong)(zhong)心遷移或整合,提高“老(lao)舊小(xiao)散(san)”數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)中(zhong)(zhong)(zhong)心的能源(yuan)利用效率和(he)算力供(gong)給能力。支持(chi)采用削峰填谷(gu)應(ying)用等節能技術方式改造(zao)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)中(zhong)(zhong)(zhong)心。(責任單(dan)位:省(sheng)發展改革(ge)委,配合單(dan)位:省(sheng)科(ke)技廳、省(sheng)經濟和(he)信(xin)息化廳、省(sheng)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)資源(yuan)局、省(sheng)通(tong)(tong)信(xin)管(guan)理局)
(六)倉儲物(wu)流(liu)領域(yu)。推動樞紐和(he)園區(qu)發展專業化(hua)、社會化(hua)物(wu)流(liu)信息平臺,對閑(xian)置資產(chan)(chan)實施信息化(hua)、技(ji)術(shu)化(hua)改造。探索以大型(xing)龍頭(tou)企業托管(guan)、代管(guan)的方式,整合存量設(she)施資源,有(you)序盤活老舊倉儲設(she)施。支(zhi)持依托散舊冷庫,改擴建一批產(chan)(chan)地(di)庫、氣調(diao)庫等(deng)冷鏈物(wu)流(liu)設(she)施,在推動設(she)施集約(yue)集聚發展的基礎上,強化(hua)資產(chan)(chan)運營管(guan)理(li),促進農產(chan)(chan)品批發市場、冷鏈物(wu)流(liu)園區(qu)等(deng)提檔升級。(責任單位(wei):省發展改革委(wei))
(七)文化(hua)(hua)體(ti)育(yu)(yu)(yu)(yu)旅游(you)(you)等(deng)(deng)領(ling)域。支持城(cheng)市(shi)(shi)空(kong)閑(xian)(xian)地(di)、邊角地(di)、公(gong)園綠地(di)、城(cheng)市(shi)(shi)路橋(qiao)附屬(shu)用地(di)、廠房、建(jian)筑屋頂等(deng)(deng)空(kong)間資(zi)源,以及(ji)可復合利(li)用的城(cheng)市(shi)(shi)養老、教育(yu)(yu)(yu)(yu)、商業(ye)等(deng)(deng)其他(ta)設施(shi)資(zi)源,兼容(rong)文化(hua)(hua)、旅游(you)(you)、體(ti)育(yu)(yu)(yu)(yu)等(deng)(deng)其他(ta)用途。鼓勵利(li)用公(gong)共(gong)服務(wu)設施(shi)、閑(xian)(xian)置校舍、閑(xian)(xian)置辦公(gong)場所(suo)等(deng)(deng)資(zi)源,以委(wei)托或購買服務(wu)方式舉辦非營利(li)性托育(yu)(yu)(yu)(yu)機構(gou)。強化(hua)(hua)“旅游(you)(you)+”“+旅游(you)(you)”方式,推進存量資(zi)產項(xiang)目(mu)與(yu)新(xin)型(xing)工業(ye)化(hua)(hua)、新(xin)型(xing)城(cheng)鎮化(hua)(hua)、農業(ye)現代(dai)化(hua)(hua)融合發(fa)展,提升項(xiang)目(mu)營收能力(li)。(責任(ren)單(dan)位:省(sheng)教育(yu)(yu)(yu)(yu)廳、省(sheng)民政廳、省(sheng)文化(hua)(hua)和旅游(you)(you)廳、省(sheng)衛(wei)生(sheng)健康委(wei)、省(sheng)體(ti)育(yu)(yu)(yu)(yu)局)
(八)產業園區(qu)(qu)。聚焦園區(qu)(qu)產業業態全面整治提(ti)升,深化(hua)拓(tuo)展(zhan)畝均效益評(ping)價(jia),用好(hao)“畝均英(ying)雄(xiong)貸”,支(zhi)持收購畝均效益水平低、高能耗高排放的(de)低效企(qi)業以(yi)及閑置(zhi)廠(chang)房(fang),推進(jin)園區(qu)(qu)提(ti)質增效與完善配(pei)(pei)套公共服(fu)務整合、“工業+科研(yan)(yan)”結合。積(ji)極支(zhi)持園區(qu)(qu)研(yan)(yan)發(fa)平臺、工業廠(chang)房(fang)、創業孵化(hua)器等(deng)通過REITs等(deng)方式盤(pan)活。引(yin)導企(qi)業采用融資租賃方式盤(pan)活設備等(deng)存(cun)量資產。(責任單(dan)位:省發(fa)展(zhan)改革委,配(pei)(pei)合單(dan)位:省科技廳、省經(jing)濟和信息化(hua)廳、省商務廳)
(九)低效土地(di)(di)。對納入(ru)工業低效土地(di)(di)處置(zhi)清單,且符合(he)規劃要求(qiu)、產(chan)權(quan)關系清晰、無債務(wu)糾紛等具備轉讓(rang)(rang)條件的(de)土地(di)(di),實(shi)施(shi)項(xiang)目嫁接(jie),引導進入(ru)土地(di)(di)二級(ji)市場,轉讓(rang)(rang)全部(bu)或部(bu)分建(jian)設用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)使用(yong)(yong)(yong)(yong)(yong)(yong)權(quan)。支持工業項(xiang)目利用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)下(xia)(xia)空間建(jian)設倉儲、停(ting)車場以(yi)及生活配套設施(shi)等,鼓勵(li)新型產(chan)業社區和按照工業用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)管(guan)理的(de)研發(fa)類項(xiang)目建(jian)設一(yi)層(ceng)以(yi)上的(de)地(di)(di)下(xia)(xia)空間,地(di)(di)下(xia)(xia)空間建(jian)設用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)使用(yong)(yong)(yong)(yong)(yong)(yong)權(quan)劃撥、出讓(rang)(rang)、租賃、作價出資(zi)(zi)(入(ru)股)等,參照地(di)(di)表建(jian)設用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)使用(yong)(yong)(yong)(yong)(yong)(yong)權(quan)資(zi)(zi)產(chan)配置(zhi)相關規定執行。(責任單位(wei):省自然(ran)資(zi)(zi)源(yuan)廳)
二、積極創造條件盤活存量資產
(十)加快(kuai)落(luo)(luo)實(shi)(shi)盤(pan)活(huo)條(tiao)件。對(dui)(dui)前期工作(zuo)(zuo)(zuo)手(shou)續不(bu)齊(qi)全(quan)的(de)(de)項(xiang)目(mu)(mu),按照有關規定(ding)補辦相(xiang)關手(shou)續,加快(kuai)履行竣(jun)工驗收等程序(xu)。對(dui)(dui)產權(quan)不(bu)清(qing)晰的(de)(de)項(xiang)目(mu)(mu),依法依規厘清(qing)產權(quan),盡快(kuai)完善地籍調查(cha),做(zuo)到權(quan)屬清(qing)楚、面積準確、界線(xian)無爭議。根(gen)據存量資(zi)產項(xiang)目(mu)(mu)具(ju)體(ti)情(qing)況(kuang),有序(xu)做(zuo)好資(zi)產價值認定(ding)、國有資(zi)產轉(zhuan)讓(rang)、債權(quan)債務處理、涉訴案(an)件處置、人(ren)員分流安置等工作(zuo)(zuo)(zuo)。對(dui)(dui)項(xiang)目(mu)(mu)盤(pan)活(huo)過(guo)程中(zhong)遇到的(de)(de)困難問題(ti),積極研(yan)究合理解決方(fang)(fang)案(an)并推動落(luo)(luo)實(shi)(shi)。支持社會(hui)資(zi)本(ben)、中(zhong)介機(ji)構、專業運營管理機(ji)構提(ti)前參與項(xiang)目(mu)(mu)策劃設計、前期論證,開展(zhan)咨詢(xun)顧問、方(fang)(fang)案(an)優(you)化等工作(zuo)(zuo)(zuo),切實(shi)(shi)提(ti)高盤(pan)活(huo)方(fang)(fang)案(an)的(de)(de)科學性、可行性和(he)操(cao)作(zuo)(zuo)(zuo)性。(責任單(dan)(dan)位(wei):省(sheng)(sheng)發展(zhan)改革委(wei),配(pei)合單(dan)(dan)位(wei):省(sheng)(sheng)人(ren)力資(zi)源(yuan)社會(hui)保障廳、省(sheng)(sheng)自然資(zi)源(yuan)廳、省(sheng)(sheng)住房城鄉建設廳、省(sheng)(sheng)國資(zi)委(wei)、省(sheng)(sheng)高院)
(十一)多措并舉提升項目收益水平。綜合考慮建設投入、運營成本、投資收益率等因素,健全公共服務和公共產品價格合理確定和動態調整機制,依法依規調整污水處理費、生活垃圾處理費、水利工程供水等價格標準,完善征收機制,保障合理回報。支持(chi)通過(guo)合作開(kai)(kai)發、兼并(bing)重組等方(fang)式(shi),引入龍頭企(qi)業、專(zhuan)業機構進行市場(chang)化運營,提高資(zi)(zi)(zi)產(chan)收益(yi)水(shui)平。對確需通過(guo)土地性質變更、規劃調整(zheng)等方(fang)式(shi)提升資(zi)(zi)(zi)產(chan)開(kai)(kai)發價(jia)值的,依(yi)法依(yi)規加(jia)快辦(ban)理相關手續。深(shen)入挖掘項(xiang)目(mu)(mu)資(zi)(zi)(zi)源,按照肥瘦搭配(pei)、領域組合原(yuan)則,做好項(xiang)目(mu)(mu)包裝(zhuang)策劃,支持(chi)通過(guo)“準公益(yi)性項(xiang)目(mu)(mu)+經營性項(xiang)目(mu)(mu)”“低效(xiao)資(zi)(zi)(zi)產(chan)+優質資(zi)(zi)(zi)產(chan)”“存量項(xiang)目(mu)(mu)運營+新建項(xiang)目(mu)(mu)建設”等方(fang)式(shi)進行資(zi)(zi)(zi)產(chan)打包盤(pan)活(huo),實現存量資(zi)(zi)(zi)產(chan)整(zheng)體增值。(責任單位:省(sheng)發展改(gai)革(ge)委,配(pei)合單位:省(sheng)自然資(zi)(zi)(zi)源廳、省(sheng)住(zhu)房(fang)城鄉建設廳、省(sheng)水(shui)利(li)廳、省(sheng)國資(zi)(zi)(zi)委)

三、加大工作力度盤活存量資產
(十五)進(jin)(jin)一步發揮國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)示范作用。將(jiang)鼓勵(li)(li)盤(pan)(pan)(pan)活(huo)存(cun)(cun)(cun)量(liang)資(zi)(zi)(zi)產(chan)納(na)入國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)考核評價體系(xi),對當(dang)期(qi)經(jing)營(ying)(ying)業(ye)(ye)績(ji)產(chan)生的(de)影響(xiang),在(zai)相(xiang)關經(jing)營(ying)(ying)指標核算時予(yu)以適(shi)當(dang)加(jia)回。聚焦基礎設(she)(she)施(shi)領域存(cun)(cun)(cun)量(liang)資(zi)(zi)(zi)產(chan)多、建設(she)(she)任務(wu)重的(de)省(sheng)屬國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye),每年選(xuan)擇10個以上(shang)有(you)吸引力、代表性強的(de)重點項目,通過產(chan)權市(shi)(shi)場(chang)公開(kai)掛(gua)牌(pai)、引進(jin)(jin)戰略投資(zi)(zi)(zi)者、整體注入上(shang)市(shi)(shi)公司(si)、申報發行(xing)(xing)REITs等(deng)方式(shi)盤(pan)(pan)(pan)活(huo)存(cun)(cun)(cun)量(liang)資(zi)(zi)(zi)產(chan)。鼓勵(li)(li)有(you)條件(jian)的(de)市(shi)(shi)、縣(市(shi)(shi)、區(qu))國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)在(zai)市(shi)(shi)政(zheng)設(she)(she)施(shi)、園區(qu)廠房、閑(xian)置土地(di)、非主業(ye)(ye)資(zi)(zi)(zi)產(chan)等(deng)領域選(xuan)擇一批項目進(jin)(jin)行(xing)(xing)盤(pan)(pan)(pan)活(huo)。深入推進(jin)(jin)國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)低效(xiao)無效(xiao)閑(xian)置資(zi)(zi)(zi)產(chan)處置,收回資(zi)(zi)(zi)金用于(yu)主業(ye)(ye)項目投資(zi)(zi)(zi)。鼓勵(li)(li)國(guo)(guo)有(you)資(zi)(zi)(zi)本(ben)(ben)(ben)投資(zi)(zi)(zi)、運營(ying)(ying)公司(si)牽頭(tou)組建市(shi)(shi)場(chang)化(hua)基金,吸引更多社會(hui)資(zi)(zi)(zi)本(ben)(ben)(ben)投向(xiang)存(cun)(cun)(cun)量(liang)項目資(zi)(zi)(zi)產(chan)。通過股權劃轉、資(zi)(zi)(zi)本(ben)(ben)(ben)金注入及(ji)發行(xing)(xing)債券等(deng)方式(shi),為符合條件(jian)的(de)國(guo)(guo)有(you)資(zi)(zi)(zi)本(ben)(ben)(ben)投資(zi)(zi)(zi)、運營(ying)(ying)公司(si)盤(pan)(pan)(pan)活(huo)存(cun)(cun)(cun)量(liang)資(zi)(zi)(zi)產(chan)提(ti)供中長期(qi)融資(zi)(zi)(zi)支持。(責任單位:省(sheng)國(guo)(guo)資(zi)(zi)(zi)委)
(十(shi)六)推進(jin)行(xing)政(zheng)事業單(dan)位(wei)盤(pan)活(huo)(huo)存量低效(xiao)(xiao)閑(xian)(xian)置(zhi)(zhi)資產。進(jin)一(yi)步推進(jin)低效(xiao)(xiao)閑(xian)(xian)置(zhi)(zhi)資產清查處(chu)(chu)理工(gong)作,對行(xing)政(zheng)事業單(dan)位(wei)不涉及(ji)信訪訴(su)訟、擔保(bao)抵押等權屬清晰的房屋、土地、通用(yong)設(she)(she)備、專用(yong)設(she)(she)備等低效(xiao)(xiao)閑(xian)(xian)置(zhi)(zhi)資產,積極采用(yong)出(chu)租、調劑、政(zheng)府收(shou)儲、市場化(hua)(hua)處(chu)(chu)置(zhi)(zhi)等方式進(jin)行(xing)盤(pan)活(huo)(huo),并(bing)建立健(jian)全資產盤(pan)活(huo)(huo)利用(yong)常態化(hua)(hua)長效(xiao)(xiao)化(hua)(hua)機制,提(ti)高資產效(xiao)(xiao)益。對低效(xiao)(xiao)閑(xian)(xian)置(zhi)(zhi)房屋和(he)土地,行(xing)政(zheng)事業單(dan)位(wei)先進(jin)行(xing)盤(pan)活(huo)(huo)利用(yong),其中難以自行(xing)盤(pan)活(huo)(huo)的,交由財(cai)政(zheng)部門實行(xing)統(tong)籌管(guan)理;對行(xing)政(zheng)事業單(dan)位(wei)低效(xiao)(xiao)閑(xian)(xian)置(zhi)(zhi)通用(yong)設(she)(she)備和(he)專用(yong)設(she)(she)備,逐步納入政(zheng)府公(gong)物倉(cang)統(tong)一(yi)調劑使用(yong),推進(jin)共(gong)享共(gong)用(yong)。(責任(ren)單(dan)位(wei):省財(cai)政(zheng)廳)
(十七)推進市(shi)(shi)(shi)縣(xian)平臺(tai)公(gong)(gong)(gong)司整(zheng)合(he)提升。“以(yi)大(da)帶小(xiao)、以(yi)強帶弱、以(yi)小(xiao)促大(da)”加快(kuai)推進市(shi)(shi)(shi)縣(xian)平臺(tai)公(gong)(gong)(gong)司整(zheng)合(he),原則上(shang)(shang)每個市(shi)(shi)(shi)打造一個總(zong)資(zi)(zi)(zi)(zi)產(chan)500億元級以(yi)上(shang)(shang)綜合(he)性國(guo)有資(zi)(zi)(zi)(zi)本運(yun)營集(ji)團,每個縣(xian)(市(shi)(shi)(shi)、區)打造一個總(zong)資(zi)(zi)(zi)(zi)產(chan)50億元級以(yi)上(shang)(shang)綜合(he)性國(guo)有資(zi)(zi)(zi)(zi)本運(yun)營公(gong)(gong)(gong)司。多措(cuo)并舉增加平臺(tai)資(zi)(zi)(zi)(zi)產(chan)規模和現(xian)金(jin)流,在厘清權屬關系(xi)的前提下,按(an)照“應劃(hua)盡劃(hua)”原則,通過(guo)(guo)向平臺(tai)公(gong)(gong)(gong)司注入(ru)特許經(jing)營權、收費(fei)權等(deng),整(zheng)合(he)分散(san)運(yun)轉的各類(lei)存量資(zi)(zi)(zi)(zi)產(chan),優(you)先選擇(ze)部分現(xian)金(jin)流比(bi)較充沛(pei)的項目進行盤活。積極發揮擔(dan)保(bao)增信(xin)作用,推動(dong)省(sheng)內(nei)優(you)質國(guo)企為市(shi)(shi)(shi)縣(xian)融資(zi)(zi)(zi)(zi)平臺(tai)公(gong)(gong)(gong)司提供擔(dan)保(bao)或(huo)以(yi)注入(ru)股權等(deng)方式,提升平臺(tai)公(gong)(gong)(gong)司信(xin)用評級,一般公(gong)(gong)(gong)共預算收入(ru)超過(guo)(guo)12億元的縣(xian)(市(shi)(shi)(shi)、區)政(zheng)府所屬的平臺(tai),公(gong)(gong)(gong)開(kai)市(shi)(shi)(shi)場信(xin)用級別原則上(shang)(shang)要達到AA。(責任單位:省(sheng)國(guo)資(zi)(zi)(zi)(zi)委、省(sheng)財政(zheng)廳(ting))
(十八)大力培育壯大中(zhong)介(jie)機構。落(luo)實“雙招(zhao)(zhao)雙引”支持政策,鼓勵各地(di)出臺(tai)專(zhuan)(zhuan)項激勵措施,加(jia)(jia)快引進(jin)一批(pi)高水(shui)平、專(zhuan)(zhuan)業(ye)性強(qiang)的(de)服(fu)務(wu)(wu)盤(pan)(pan)活(huo)存(cun)量(liang)資產的(de)中(zhong)介(jie)機構。依(yi)托現有(you)人才(cai)(cai)計劃、人才(cai)(cai)工(gong)程(cheng)、人才(cai)(cai)平臺(tai),設立(li)“綠色(se)通道(dao)”,招(zhao)(zhao)引一批(pi)具有(you)豐富從業(ye)經(jing)驗(yan)的(de)專(zhuan)(zhuan)業(ye)人才(cai)(cai)。重點支持一批(pi)會計師事務(wu)(wu)所、律(lv)師事務(wu)(wu)所、信托公司、資產評估(gu)機構、證券公司等中(zhong)介(jie)機構做大做強(qiang),依(yi)法(fa)(fa)依(yi)規為(wei)盤(pan)(pan)活(huo)存(cun)量(liang)資產提(ti)供盡職(zhi)調(diao)查、項目評估(gu)、財(cai)稅和法(fa)(fa)律(lv)咨詢等專(zhuan)(zhuan)業(ye)服(fu)務(wu)(wu)。加(jia)(jia)強(qiang)行業(ye)指導(dao),督(du)促中(zhong)介(jie)機構合(he)規履職(zhi)、提(ti)升(sheng)能力。(責(ze)任單位(wei):省司法(fa)(fa)廳(ting)、省財(cai)政廳(ting)、省國資委、省地(di)方金融監管局、安徽證監局)
四、用好回收資金擴大有效投資
(十九)精(jing)準服(fu)務擴大(da)(da)有效投(tou)資。引導回收(shou)(shou)資金助力(li)長(chang)江經濟帶、長(chang)三角一體化發(fa)展(zhan)(zhan)等國家(jia)重(zhong)大(da)(da)戰略實施(shi),重(zhong)點(dian)(dian)支持我省納入(ru)國家(jia)102項(xiang)(xiang)重(zhong)大(da)(da)工程的項(xiang)(xiang)目(mu),加大(da)(da)對(dui)三次產(chan)(chan)業高(gao)質量協同發(fa)展(zhan)(zhan)、“兩新(xin)一重(zhong)”和民生(sheng)補短板領域(yu)投(tou)入(ru)力(li)度,優先(xian)投(tou)入(ru)在建項(xiang)(xiang)目(mu)或符合相關(guan)(guan)規劃和生(sheng)態環(huan)保(bao)(bao)要求、前(qian)期工作(zuo)成(cheng)熟的項(xiang)(xiang)目(mu)。切實把好新(xin)項(xiang)(xiang)目(mu)審批關(guan)(guan),確保(bao)(bao)回收(shou)(shou)資金主要用于(yu)重(zhong)點(dian)(dian)領域(yu)新(xin)項(xiang)(xiang)目(mu)建設(she)。加強(qiang)對(dui)盤活存量資產(chan)(chan)回收(shou)(shou)資金的管理(li),督促(cu)各地(di)政府、項(xiang)(xiang)目(mu)單位嚴格落實有關(guan)(guan)政策規定,確保(bao)(bao)主要用于(yu)新(xin)項(xiang)(xiang)目(mu)建設(she),形成(cheng)優質資產(chan)(chan)。(責任單位:省發(fa)展(zhan)(zhan)改(gai)革委)

五、保障措施
(二(er)十二(er))實施(shi)臺賬管(guan)理。各地各有(you)關部門(men)按照(zhao)“屬(shu)地管(guan)理、分級負(fu)責(ze)”“誰(shui)主管(guan)、誰(shui)負(fu)責(ze)”的原則,全面(mian)梳理本(ben)地區本(ben)行業(ye)基(ji)礎設施(shi)等(deng)領域存(cun)(cun)量資(zi)產情(qing)(qing)況(kuang),匯總(zong)篩選出具備盤活條件的項(xiang)(xiang)(xiang)目,建(jian)立盤活存(cun)(cun)量資(zi)產臺賬,逐一明(ming)確(que)項(xiang)(xiang)(xiang)目的基(ji)本(ben)情(qing)(qing)況(kuang)、資(zi)產持有(you)人、盤活方式、回收(shou)資(zi)金(jin)、新增投資(zi)、責(ze)任單(dan)位和責(ze)任人等(deng)。要加強協調(diao)調(diao)度(du),及(ji)時將符合條件的項(xiang)(xiang)(xiang)目納(na)入(ru)臺賬動態管(guan)理,定(ding)期調(diao)度(du)回收(shou)資(zi)金(jin)用于重(zhong)點(dian)項(xiang)(xiang)(xiang)目建(jian)設情(qing)(qing)況(kuang),推動盡快(kuai)形成有(you)效投資(zi)。(責(ze)任單(dan)位:省發展改革(ge)委)

(二(er)十四)加(jia)強(qiang)宣傳(chuan)培訓(xun)。定(ding)期(qi)組織(zhi)行業(ye)管理部門、存(cun)(cun)量資(zi)產(chan)(chan)持有(you)人、金(jin)融機(ji)構、中介機(ji)構等(deng)開展多種類(lei)型(xing)的業(ye)務培訓(xun),幫助有(you)關部門和(he)重點企業(ye)掌握相關政(zheng)策法規、管理要求,熟悉操作規則和(he)業(ye)務流程,不(bu)斷提升(sheng)各方參與的意愿和(he)能力。特別(bie)是就盤(pan)活方式(shi)、存(cun)(cun)量資(zi)產(chan)(chan)與新(xin)建資(zi)產(chan)(chan)聯(lian)動推進、回收(shou)資(zi)金(jin)使用、主要矛盾化解、收(shou)入來源拓寬(kuan)等(deng)方面,加(jia)大典(dian)型(xing)經驗總結宣傳(chuan)力度。支持民營企業(ye)根據實際情況,參與盤(pan)活國(guo)有(you)存(cun)(cun)量資(zi)產(chan)(chan),積極盤(pan)活自身存(cun)(cun)量資(zi)產(chan)(chan)。(責(ze)任單位(wei):省發展改革委)
(二十五)強化督促激勵。將(jiang)當(dang)年國有企業(ye)盤活(huo)(huo)存(cun)量(liang)資(zi)產(chan)相關工作(zuo)開展情況納(na)入(ru)本級(ji)政(zheng)府年度國有資(zi)產(chan)報告。對地(di)方政(zheng)府債(zhai)務率較高的地(di)區(qu),重(zhong)點督促其通過盤活(huo)(huo)存(cun)量(liang)資(zi)產(chan)降低債(zhai)務率、提(ti)高再投(tou)(tou)(tou)資(zi)能力。對盤活(huo)(huo)存(cun)量(liang)資(zi)產(chan)、擴大有效投(tou)(tou)(tou)資(zi)工作(zuo)成效突出的地(di)區(qu)或單位(wei),在中央預算(suan)內(nei)投(tou)(tou)(tou)資(zi)、重(zhong)大項目申(shen)報、開展先行先試(shi)等方面(mian)給予傾斜支持;對資(zi)產(chan)長期閑置、盤活(huo)(huo)工作(zuo)不力的,采取約談、問(wen)責(ze)等方式加大督促力度。(責(ze)任單位(wei):省(sheng)發展改革委,配合單位(wei):省(sheng)財政(zheng)廳)
(二(er)十六)嚴(yan)格風險管(guan)(guan)(guan)控。依(yi)規(gui)履行盤活存(cun)量資產(chan)(chan)審(shen)核決(jue)策程序,嚴(yan)格合(he)(he)(he)法(fa)合(he)(he)(he)規(gui)性(xing)審(shen)查,重點審(shen)查是否符(fu)合(he)(he)(he)國家重大戰略、國家及(ji)省“十四五”規(gui)劃,以及(ji)取得固定(ding)資產(chan)(chan)投(tou)資管(guan)(guan)(guan)理(li)(li)(li)相(xiang)關手續等。對(dui)(dui)需簽(qian)訂合(he)(he)(he)同的(de),要細化明確各方權(quan)利(li)(li)義(yi)務,建立激勵約束、糾紛解決(jue)、風險防(fang)范等機(ji)(ji)制。對(dui)(dui)公共屬性(xing)較(jiao)強(qiang)的(de)項目(mu),在(zai)盤活存(cun)量資產(chan)(chan)時應(ying)處理(li)(li)(li)好(hao)項目(mu)公益(yi)性(xing)與(yu)經營性(xing)的(de)關系(xi),確保(bao)投(tou)資方接手后(hou)引(yin)入或組建具(ju)備(bei)較(jiao)強(qiang)能(neng)力和(he)豐富經驗的(de)基礎設施(shi)運(yun)營管(guan)(guan)(guan)理(li)(li)(li)機(ji)(ji)構,保(bao)持基礎設施(shi)穩(wen)健(jian)運(yun)營,切實(shi)保(bao)障公共利(li)(li)益(yi)。嚴(yan)禁在(zai)盤活存(cun)量資產(chan)(chan)中新增地方政(zheng)府隱性(xing)債務,嚴(yan)格落實(shi)國有資產(chan)(chan)監督管(guan)(guan)(guan)理(li)(li)(li)規(gui)定(ding),充(chong)分保(bao)障債權(quan)人和(he)職工合(he)(he)(he)法(fa)權(quan)益(yi)。(責任單位:省發展改革委,配合(he)(he)(he)單位:省財政(zheng)廳(ting)(ting)、省人力資源社會(hui)保(bao)障廳(ting)(ting)、省國資委、安徽證監局)
(二十七)開展試點(dian)示范。綜合資(zi)產(chan)盤活(huo)重(zhong)要意義、示范作(zuo)用、工作(zuo)成效(xiao)等,積(ji)極(ji)(ji)推薦優(you)質(zhi)項目爭取納入國家試點(dian)。定期梳(shu)理各(ge)(ge)地各(ge)(ge)領域存量(liang)資(zi)產(chan)盤活(huo)情況,每年遴選20個左(zuo)右操作(zuo)規范、成效(xiao)明顯(xian)的(de)典型案例(li),形成可(ke)復(fu)制、可(ke)推廣(guang)的(de)經驗做法。鼓勵各(ge)(ge)地在積(ji)極(ji)(ji)學習先進經驗、結合自身實際的(de)基礎上(shang),研究制定盤活(huo)存量(liang)資(zi)產(chan)的(de)有力有效(xiao)措(cuo)施。(責任單位(wei):省發展改革委(wei))
